Years ago, there was a law in Georgia where you couldn't be released unless you had "someplace to go". There was a huge lawsuit over it and it was done away with. That was back when I was in high school in the 80's.

To have that be bad paperwork and lack of training is simply beyond the pale. Everybody involved should have to spend 90 days in jail. I bet then, by God, they get off their ass and get that paperwork done.
