My simple question is: who's going to build them?

You're talking about a need for around 13 million cars per year JUST for California.

Presently, the entire planet doesn't make even half that many.

The innovators and investors. There are already plans it's just the plants need retooling. Retooling is certainly much quicker then trying to build new until your market has stabilized. And honestly there's more then enough 'parked' assembly lines available both in the US, Canada, and Mexico.

In 1950 only 9% of American households had a TV. By 1962 (12 years) 90% of American household have a TV

1929 Frozen Food
Clarence Birdseye offers his quick-frozen foods to the public. Birdseye got the idea during fur-trapping expeditions to Labrador in 1912 and 1916, where he saw the natives use freezing to preserve foods.

By 1953 frozen food in volumes hits the stores. The earliest domestic freezers were designed for the economics of bulk buying. A 1954 model from the USA held one third of an American ton!

In 1958 you launch the first satellite from your country. By 1969 (11 years!!) you were on the moon.

You're short selling your innovation capabilities.

Radio wouldn't be a household staple for another 25 years.

It would take another 35 years for the typical household to have a TV.

You can't buy an electric car right now. Well, you can. But you'll be waiting a year to get it if you get lucky. I don't see any way possible to create more than quadruple the manufacturing in less than 10 years time.
