So you essentially just punish the business / nation / entity that Russia owed money to. After all, it's not like a creditor can sue Russia for the debt because it is literally not Russia's fault the debt isn't being paid.

The United States stopped the Russian government on Monday from paying holders of its sovereign debt more than $600 million from reserves held at American banks, in a move meant to ratchet up pressure on Moscow and eat into its holdings of US dollars.
So, you stop people owed money from being paid while at the same time allowing Russia to save money by not being able to use it.
