The Federal Government can still sue him and prosecute him for any laws he broke. They can sue him in civil court for any fraud, etc. and they can turn their findings over to the Department of Justice for any criminal charges.

In short, they can seriously screw Trump over. Hard. And Biden is already on the record as saying he will not pardon him, that whatever happens to him is up to the DOJ and/or courts to decide.
